Human Resources Technician
The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.
Performs and assists in recruitment and selection process for various classifications, including writing job advertisements consistent with current needs, screening applications, developing and administering tests in compliance with rules and law, and advising employees and departments.
Performs job evaluations and desk audits to determine essential functions, and assists in reconciling position functions with current or proposed classification descriptions in regard to minimum knowledge, skills and abilities.
Reviews and recommends modifications to job descriptions, examinations, staffing levels and compensation based upon thorough analysis of jobs and operating department needs.
Maintains thorough working knowledge of personnel policies, regulations, and programs, including insurance, Civil Service, memoranda of understanding, and retirement. Interprets programs and regulations and assists in implementation through payroll and data processing. Administers some benefit programs and explains programs and benefits to employees.
Maintains personnel information systems and supports other staff in implementing changes to the operating system and support software. Acts as liaison with Information Technology Department.
May attend Civil Service Commission meetings as staff to the Commission or to assist the Human Resources Director.
Training and Experience:
Any combination equivalent to the training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Two (2) or more years of college with course work in analysis and research, preferably in public administration, or a related field, and two (2) years¡¦ experience in a responsible support staff position.
Licenses and Certificates:
Possession of a valid California Class C driver's license if assigned to drive.
The Ideal Candidate will have at least one (1) year support staff experience in the full range of Human Resources services. The following will assist in a candidate¡¦s success:
Knowledge and experience using NEOGOV applications and Tyler Munis.
Ability to manage multiple projects in an efficient, timely manner, and be service and solution oriented.
Ability to effectively develop and implement a variety of Human Resources programs.
Writes clearly to support ideas, conclusions and recommendations with logical and understandable presentation of analysis and research.
Conducts surveys of other public agencies regarding salary, benefits and staffing issues, and responds to similar requests.
Must have exceptional customer service skills and ability to work within a fast-paced environment.
EXAMINATION PROCEDURES:
Applicants must receive a passing score on all the following examination components in order for your name to be referred to the department for a selection interview.
Only the most qualified candidates will be invited to an oral appraisal interview.
