Plant Operator I, II, & III (Water Reclamation Facility)

PLANT OPERATOR I & II

The City of American Canyon is seeking a Plant Operator I, II, or III to prioritize multiple projects, create strong working relationships with all departments, will be able to set goals and achieve them, able to work well with people at all organization levels, maintain a well-organized work area inside the facility, able to work well in a group environment and foster a team approach, maintain log and records of plant data, including entering and retrieving digital data on a PC, and interpret analytical data to make operational decisions, performs safe work practices with team members to ensure a safe working environment, conduct regular inspections of the facilities and perform operations and maintenance as dictated by O & M Manuals, and regulatory guidelines. Utilize SCADA system to monitor and operate facility, emergency on-call status, performs preventative maintenance tasks, ensures cleanliness of water reclamation treatment plant and process equipment, adheres to treatment facilities best way policies and procedures, calibrate, modify, or repair instrumentation and control equipment including recorders, flow meter, turbidity meters and other water quality monitoring equipment.

PLANT OPERATOR III

The City of American Canyon is seeing a Plant Operator III to perform, oversee, schedule, and participate in a variety of skilled technical duties and semi-skilled labor in the operation and maintenance of the City’s wastewater treatment plant. This position oversees, coordinates, and assists with planning of special and capital improvement projects; analyzes and resolves work problems; coordinates operations with other teams and personnel within and outside of the Department: and participates in budget development for projects and general operations. The operations and maintenance staff is a highly motivated, project oriented, and a purpose driven team always striving to enhance, empower and exceed expectations. The City offers certification pay and continuing education opportunities and personal growth is highly anticipated and expected. The ideal candidate will be able to prioritize multiple projects, create strong working relationships with all department, will communicate clearly with the public and stakeholder groups, and will be focused on providing excellent customer service.

IDEAL CANDIDATE

Plant Operator I

EITHER- One year as a Plant Operator Apprentice with the City of American Canyon; OR- One year of responsible plant operations and maintenance experience in either water or wastewater treatment systems. An Associate degree in Environmental Science or a closely related field can substitute for the one year of the required experience.



Plant Operator II

EITHER- One year as a Plant Operator I with the City of American Canyon; OR- Two years of responsible plant operations and maintenance experience in either water or wastewater treatment systems. An Associate degree in Environmental Science or a closely related field can substitute for the one year of the required experience. A Bachelor’s degree in Environmental Science or a closely related field can substitute for the two years of required experience.



Plant Operator III

EITHER- One year as a Plant Operator II with the City of American Canyon; OR- Three years of increasingly responsible experience performing wastewater or water treatment system operation duties. An Associate degree in Environmental Science or a closely related field can substitute for the one year of the required experience. A Bachelor’s degree in Environmental Science or a closely related field can substitute for the two years of required experience.



CERTIFICATION REQUIREMENT:

Plant Operator I

Grade I Wastewater Treatment Plant Operators Certificate from the State of California is required.

CWEA Collection System Operators certificate is desirable.



Plant Operator II

Grade II Wastewater Treatment Plant Operators Certificate from the State of California is required.

CWEA Collection System Operators certificate is desirable.



Plant Operator III

Grade III Wastewater Treatment Plant Operators Certificate from the State of California is required.

CWEA Collection System Operators certificate is desirable.

Grade IV Waste Treatment plant Operator Certificate from the State of California is desirable.

CWEA Lab Analyst certificate is desirable and may be eligible for $50/month certificate pay.



LICENSE REQUIREMENT:
Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.

PHYSICAL REQUIREMENT:

Work is performed in a typical outdoor environment on a year-round basis. (1) Mobility: frequent performance of heavy manual labor; frequent standing for long periods of time; frequent bending and squatting. (2) Lifting; frequent lifting up to 50 pounds; occasional lifting up to 75 pounds. (3) Vision: constant use of overall vision. (4) Dexterity: frequent grasping, holding, and reaching. (5) Hearing/Talking: frequently hearing and talking in person. (6)Emotional/Psychological: frequent coworker contact; occasional working alone. (7)Environmental: frequent exposure to loud noise; frequent exposure to chemicals, fumes, and other environmental substances.



OTHER REQUIREMENTS:

Evening, weekend, standby, or holiday work will be required.

Candidates successful on the oral interview will be placed on the eligible list in rank order of scores received on the test. The City will then consider candidates from the eligibility list to participate in the hiring process for final selection. Placement on the eligibility list is not a guarantee of a final interview.

The City contributes a monthly payment equal to 90% of the Kaiser HMO premium rates at each level of coverage (Employee only, Employee plus One Dependent, and Family) for active employees.
Employees covered by another insurance plan may be eligible for $400 per month in lieu of health coverage.
The City contributes 100% of the current “Supplement/Managed Monthly Employee Only Rate for Kaiser Senior Advantage” (currently $323.74) to assist with medical insurance costs for CalPERS covered retirees.
$281.93 “Cafeteria Plan” towards out-of-pocket medical health premium, if any, Life, Group LTD, Dental and Vision Insurance and an Employee Assistance Program.
Several “family friendly” benefits such as sick leave for dependent care, bereavement, and flexible work schedules.


Paid Leave

Vacation: 12 days = 0-3 years of service

15 days = 4-9 years of service

20 days = 10-15 years of service

25 days after 16 years of service

Sick Leave: 12 days per year.

Holidays: 15 paid holidays per year.



Vacation Same as Cash: Eligible employees may convert a portion of their accumulated vacation to cash based on certain guidelines.



Longevity Pay

After the completion of 10 years = $100 per mo.; after the completion of 15 years = $150 per mo.; after the completion of 20 years = $200 per mo.; after the completion of 25 years = $250 per mo.



Union Representation

The City of American Canyon is an Agency Shop. Positions subject to agency shop shall as a condition of continued employment, have 30 days from the date of hire to either join the union or pay an equivalent fee to an identified non-profit organization.



Retirement Plan - CalPERS 2% @ 55 formula – CalPERS classic members

Employees are covered by the Public Employees’ Retirement Systems (PERS). Employees’ seven percent contribution is employee paid. Employee pays 1.813% toward employer portion (cost sharing). This formula has single highest year compensation.



Retirement Plan – CalPERS 2% @ 62 formula – CalPERS new members

Three year average on final compensation
A pensionable income cap of $149,016


The City provides deferred compensation programs in which employees may participate.
