Senior Accountant

One Full-time Position in the Sausalito Finance Department

THE COMMUNITY AND CITY GOVERNMENT: Sausalito is a beautiful, San Francisco Bay front city of 7,210 residents within 2.2 square miles that serves a visitor population that may be several times the size of the year round population. Sausalito is a General Law City incorporated in 1893 and has a City Council/City Manager form of government. The City provides a full range of services including Administration, Finance, Police, Public Works, Parks and Recreation, and Community Development. JOB CHARACTERISTICS: Senior Accountant is an exempt advanced journey level accounting position in the Management/Confidential group. Incumbents exercise detailed subject matter knowledge. Under general supervision, performs accounting and auditing work, prepares and analyzes a variety of complex accounting, statistical data, and narrative reports, prepares state and federal reports, maintains the City's accounting system, fixed asset program, records and reports financial transactions and other related work as required. The Senior Accountant receives general supervision from the Assistant City Manager/Director of Administrative Services. Responsibilities may include direct and indirect supervision of technical and clerical staff in Finance as assigned.

The typical duties may include, but are not limited to:
• Providing technical support in the preparation, maintenance, and operation of the accounting functions, including general ledger, payroll, accounts payable, accounts receivable, year-end audit work, and financial reporting.
• Demonstrating a full understanding and ensures compliance with Federal and State laws, as well as City policies and procedures.
• Preparing journal entries and audits, balances general ledger and subsidiary accounting ledgers related to postings from payroll, accounts payable, cash receipts, and accounts receivable according to established accounting policies and procedures.
• Reconciling transactions and account statements; recording changes and resolves differences; maintains the accuracy of accounting and financial records.
• Preparing mandated financial reports and other information, including the County and the State, and special assessment district annual reports of financial transactions to the State Controller, the annual State Streets Report, Federal Employment Survey, and other reports as required.
• Assisting with year-end close of City books; provides support documentation, schedules, and reports during the annual audit.
• Keeping current on new regulations, and develops and implements new procedures to comply.
• Preparing written memos, letters, reports, standard operating procedures, policies, and publications for effective communication with internal and external customers.
• Writing and presenting reports on City finances and accounting to City Council committees (such as the Finance Committee) and to the City Council.

Must have working knowledge of:
• Principles, practices, methods, and techniques used in governmental accounting, public finance administration, budgeting and financial reporting.
• Terminology and practices of financial processing, record keeping, and financial reporting including general ledger, payroll, accounts payable, accounts receivable and year-end audit work.
• Principles and practices of accounting systems, fund accounting and public agency operating and budgeting
• State and Federal regulations and guidelines as they pertain to municipal finance; municipal taxation and revenue management.
• Computer equipment and computer applications, including financial systems, word processing, spreadsheet, presentation and database software.
• High Proficiency in Microsoft Office, including Excel, Word, etc.

Ability to:
• Independently carry out complex accounting and auditing work according to accepted accounting policies and procedures.
• Compile and analyze financial reports, revenue estimates, prepare reports and statements and other documents, and assist with developing financial policies and procedures.
• Communicate verbally and write clear and concise reports, correspondence, procedures, presentations and other written materials.
• Establish, maintain, and foster positive and effective working relationships with all stakeholders in the course of work.
• Providing a high level of customer service to the public, vendors, and City staff.

REQUIREMENTS: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education and Experience:
Equivalent to Bachelor’s or Master’s degree in Business Administration, Finance, Accounting or a related degree and four (4) years of progressively responsible accounting and auditing experience. Training and experience working in governmental and municipal fund accounting is highly desirable.

Licenses/Certifications Required:
Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Retirement: The City is a part of the CalPERS retirement plan and does not contribute to Social Security
• Classic employees – 2% @55 formula, highest 3 year average compensation.
• PEPRA employees – hired after 1/1/13 or Classic employee with 6 month break in service are eligible for a 2% @ 62 formula, highest 3 year average compensation.
